armv7 has a deprecated version of tor

We download tor from deb.tpo, which has the following archs: amd64, i386, arm64. But we build the docker image for all those architectures plus armv7 (armhf in debian names).

When we build the armv7 image as there is not tor package in deb.tpo the one from debian bookworm is being choosen, which is deprecated.
