Tor 0.4.8.x is end-of-life (EOL), update the docker image to 0.4.9.x

We are starting the EOL process (https://gitlab.torproject.org/tpo/network-health/team/-/work_items/453), which is targeting both relays and bridges. Given that 0.4.8.x is EOL, the obfs4 docker images need to get updated to the 0.4.9 series.
