Incorporate emma into OONI

Maria once suggested adding emma to OONI. Both are written in Go, so it may not be a terribly complex endeavour. I'll have a chat with Simone to get a better sense of what this would entail.

The big benefit of having emma in OONI is that we would get significantly more measurements and we no longer need to expect users to be able to compile programs.
