Add redirects like the other lektors

The other lektors have an .htaccess file where languages that are still unpublished can be redirected. This helps to add links to the localized versions on Tor Browser and other places. See tpo/web/community#154 (closed) for more information.

I can provide the basic .htaccess file but I have no idea how jenkins copies it to where it belongs during compilation
