Add some tests and a pipeline to run the tests for lox distributor

There are currently no tests for lox distributor. This should be improved. tpo/anti-censorship/lox-rs!1 is a start to add tests for the request handler, to test the distributor more seriously, some kind of integration testing is probably required.
