Add documentation for how to set up the sled database

Database support was added in !22 (merged), but the instructions for how to test the lox-distributor in https://gitlab.torproject.org/tpo/anti-censorship/lox-rs/-/blob/main/crates/lox-distributor/README.md have not been updating with instructions on how to initialize the database.
