Add ip-version field to rdsys-backend-api

Since rdsys will now distribute IPv6 bridges (see: rdsys!352 (merged)), Lox should probably ignore them and only distribute IPv4 ones. The rdsys API has a new "ipversion" field that will make IPv6 bridges easy to distinguish and ignore.
