Set up a more permanent Conjure bridge

We currently have a test version of the Conjure bridge, but we need to move that bridge to something more robust in order for it to handle broader use. We’ll make that move in this activity.

TODO list:

• Find a new volunteer bridge operator
• Decide on a method for coordinating Wireguard tunnel updates between bridge and station operators
• Get new bridge up and running, with Wireguard tunnels
• Test the new bridge line
• Create a forum post with the new Bridge line and Conjure updates (perhaps @onyinyang should do this to show off her work)
• Turn off old bridge
