Use conjure PT with deployed conjure station

This should just involve putting the right details in the client torrc file, and spinning up a test bridge to accept the haproxy connections from the other end. However, it might also involve making sure we have the right ClientConf in an assets directory and that we comply with the station's allow/block lists.
