Add HTTPT client implementation to obfs4proxy

This is a child issue of #1 (moved). Once we added Turbo Tunnel to HTTPT (see #2 (moved)), we can turn it into a new transport of obfs4proxy, so HTTPT will be available as a pluggable transport in Tor Browser.
