fork the project

It looks like we can't agree with upstream on some changes that we need, I think the best path forward is to fork it.

Things that need to be updated:

• go.mod
• README
• LICENSE
• internal/REAME.md maintainers rant
• make a release (update ChangeLog)
• update Tor Browser build
• notify iptproxy about the change
• update docker image to use it
• package into debian
