GitLab is used only for code review, issue tracking and project management. Canonical locations for source code are still https://gitweb.torproject.org/ https://git.torproject.org/ and git-rw.torproject.org.
I'm not sure what the default behaviour for webrtc connections is, but we should allow users to throttle or set a bandwidth cap on their connections to avoid over-using their resources.
