snowflake.torproject.org incomplete translations show missing information

I just updated the snowflake badge at snowflake.torproject.org, and this update pushed a lot of changes to the translations due to the recent web page redesigns.

It used to be the case that untranslated phrases were shown in english, but now they are just missing. See for example the completely translated spanish page: https://snowflake.torproject.org/?lang=es_ES

and the partially translated russian page: https://snowflake.torproject.org/?lang=ru

many pages such as the arabic page have even fewer translated phrases: https://snowflake.torproject.org/?lang=ar

This seems unusable to me now, how are we going to proceed? I think we can do a quick fix where we display english for the missing translations, or we can restrict the dropdown languages to only complete translations?
