Create a docker container for running a standalone snowflake proxy

We just had someone request this feature in the Snowbox repository: https://github.com/cohosh/snowbox/issues/2

Seems like it would be low effort and worthwhile.

We also might have to do this for sponsor 28 testing anyway.
