Update snowflake stats to include counts of restricted, unrestricted, and unknown proxies

We are now keeping proxies in buckets according to their NAT type. In assessing the affectiveness of this and the performance of snowflake for different types of clients, we should record statistics on how many proxies of each NAT type we have.
