Snowflake uses network continuously on mobile devices

Guardian project is working on getting Snowflake working on mobile devices and are having trouble getting Snowflake to stop using the network on command. They've put together a patch file to expose the functions they want. Even after calling stop here, Snowflake continues to poll the broker for proxies indefinitely. See attached log file: snowflake-go-ios-closing.txt
