Increase number of tor instances from 8 to 12 on snowflake-01 bridge

After the instances were increased from 4 to 8 in #40173 (closed), traffic has continued to increase, and now the 8 tor processes are each reaching above 90% CPU at times (cf. #40175 (comment 2837026)). Increase the number of instances from 8 to 12.
