Perform more regular dependency updates

Dependency updates happen in an adhoc way when we think of it or if there's a CVE we know about. I'd like to look into doing this more regularly, perhaps with the help of bots. I'd also like to revisit the pion dependency update process for browser builds because the script at https://gitlab.torproject.org/-/snippets/145 needs hacks every time and the process still takes ages.
