Deploy Secondary Bridge's definition on Snowflake Broker

We should be ready to include the definition of secondary bridge on to the broker.

This would allow users with new client to connect to the secondary bridge on the production pool.

  • Assign a *snowflake.torproject.net domain name to the secondary bridge.
  • Update broker definition.
