Remove proxy churn measurement from broker

#34075 (closed) and !95 (merged) added records to the broker to estimate proxy churn. We now have done the analysis. metrics-ip-salted.jsonl is now over 600 MB. If we do not have plans for analyzing future measurements, we should stop recording them.
