Deploy new SQS features and fixes

Now that we have country-specific metrics for client rendezvous methods (!258 (merged)), and some client-side fixes (!264 (merged), !264 (merged)), we should make sure these changes are deployed. That involves:

• releasing a new Snowflake version v2.9.2
• deploying a new version of the broker
• opening a tor-browser-build MR to update the client (tpo/applications/tor-browser-build!936 (merged))
