O3.2 Setup staging servers and CI infrastructure for Snowflake

This ticket is a placeholder for all the tickets related to the activity 3.2 of objective 3 for project 146.

We will increase Snowflake’s sustainability by setting up staging servers and CI infrastructure, which will make it easier to address bugs, develop features, and react quickly to censorship against Snowflake going forward.

Deliverable: Staging servers and CI infrastructure for Snowflake.

• Estimation: 9 months for 1 person at 100% of their time.
• Timeline: start on December 2024 and ends on August 2025.
