can i limit the bandwidth used by snowflake-proxy?

i started running snowflake-proxy in my lab (it's in debian now!) and i immediately wondered 'wait, will this hog my whole link?' i grepped around the manual page and usage, and couldn't figure out an obvious answer.

so, can snowflake-proxy limit the bandwidth usage it provides to users, or do i need to start messing around with the traffic shaper (ugh)? 😄
