Set snowflake-broker.torproject.net as origin for Azure CDN configuration

In the 2024-12-12 team meeting it was discovered that the snowflake-broker.azureedge.net Azure CDN configuration is pointing at the origin snowflake-broker.bamsoftware.com, which resolves to 37.218.245.111, which is the old broker.

Change the CDN configuration so that it points to snowflake-broker.torproject.net as the origin, and delete the snowflake-broker.bamsoftware.com DNS record.
