ship standalone binaries of the proxy on each release

At yunohost they are asking for binaries (amd64 and aarch64) of the snowflake proxy to package them. We could add it to the CI so they are automatically generated.

But, do we want to sign them? If so the release will become more complicated, maybe we can start without signatures for now.

I guess once we do the proxy we should also do the client.
