Documentation about server file

I am trying to install a webtunnel server. I am not understand the following instruction in the documentation:

Get Environment Ready

#copy server file to server
scp server root@$SERVER_ADDRESS:/var/lib/torwebtunnel/webtunnel

Where is server file? whe i tried it:

ssh: connect to host ip port 22: Connection timed out lost connection
