generate webtunnel and IPv6 bridges with mkdescriptors

We should generate webtunnel and IPv6 obfs4 bridges with the mkdescriptors.

We can use this to test that the https distributor does ignore the ipv6 button for webtunnel bridges and for #215 (closed).
