Distribute WebTunnel bridges by email

Given the increasing problems with obfs4 in Russia, should we distribute WebTunnel bridge by email as well?

I just got a request from a Russian users of Tails about this, saying that Telegram is unsafe for them. User Support also reported news of Telegram potentially getting blocked in Russia.

My last 2 emails to bridges@torproject.org only included obfs4.

I was surprised not to find another issue about this, so I hope that I'm not creating a duplicate...
