Update circumvention API/settings: Remove Azure CDN (azureedge.net)

Based on the discussion in this thread, it seems that the circumvention API will need to remove azureedge.net lines. The new shutdown date is 2024-01-15.

For Snowflake, maybe we could use ampcache too?

FWIW, CDN77 IP ranges are frequently blocked in TM, so finding a domain that works there will be difficult.
