Sometimes there is no dynamic bridges

The last few weeks there have being few moments where there were not dynamic bridges available:

Checking with @irl the Terraform rules will need to be updated as they are aging and using feature not available anymore in cloud providers. That will take some time and require funding.

But maybe we can do other things to minimize the impact of this problem. The most visible problem when this happen is in Telegram. The telegram distributor does hand 2 dynamic bridges to recently created accounts and 2 dynamic + 2 normal to old accounts. When there are not dynamic bridges recent accounts get 0 bridges.
