This patch makes FirefoxAccount safe-to-use directly, without forcing
consumers to worry about exception handling.

Auth exceptions are posted to the authErrorRegistry. Panics and non-Fxa
exceptions are re-thrown.

This change required OAuthAccount interface changes.

Similarly, FirefoxDeviceConstellation is now safe-to-use directly as well.

This release fixes some issues around re-authentication flow that are blocking
the rest of the PR.

Fixes mozilla-mobile/fenix#1634
Normal overflow menus have no overscroll effect, and the effect here
didn't align with the edges of the menu anyways.
