Investigate why bootstrapping fails

During testing I found bootstrapping frequently fails (especially after an initial installation) with control.txt not being created. Interestingly, if Tor is started a second time, control.txt is created but control_auth.txt is not created. I don't see this issue in the current (fennec-based) app, but I don't know why this would only manifest as a result of how we initialize tor in the Fenix-based app.
