Files that don't contain rules still get allocated rule slots

The 00README file, which only contains a comment, still gets interpreted as a rule to the extent that a checkbox shows up for enabling or disabling it (with an empty name, "") in the rules dialog.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
