Create rule syntax for setting the secure bit on cookies

We should expand our rule syntax to allow people to set the secure bit on cookies. I think the best way to do this is to make a whole new rule type that allows people to specify everything from

We should make our syntax general enough to be able to say everything from "Flag all cookies with the TLS-only bit" all the way to "Only flag this cookie regex for this specific domain and path regex match."
