ASN submission setting is not sticky

If the checkbox "When you see a new certificate, tell the Observatory which ISP you are connected to" is unchecked, it will be checked again automatically the next time the preferences dialog opens, e.g. the preference is not saved correctly.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
