Use the same logic in about:mullvad-browser as the about dialog for the release notes

tor-browser!1434 (merged) updated our app.releaseNotesURL to point to our release blog.

We could use the same preference in about:mullvad-browser instead of the custom mullvadbrowser.post_update.url preference.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
