Improved site-exceptions interface for persistent mode

We want to let the user to easily manage the existing per-site exceptions (currently available via about:preferences#privacy > Manage Exceptions). The current UX should technically work but is not discoverable or branded as 'Persistent Mode'.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
