Investigate Mozilla's Bounce Tracking Protection for compatibility with Persistent Mode

Tor Browser issue: tor-browser#44116

Basically we need to evaluate whether this feature is compatible with persistent mode. If not we should open issues upstream to handle them presuming Persistent Mode is essentially a collection of supported Firefox features (e.g. clear history on exit, site exceptions, etc).

Not a blocker for Mullvad Browser 16.0 or the persistent mode feature, but something we should consider as part of the Tor Browser proposal.
