Add split up default options to rbm

In tor-browser-build#40542 we split up rbm.conf and move a bunch of options with default values into rbm. This ticket takes care of that. The options we currently consider are:

compress_tar
buildconf: num_procs
ENV
gpg_wrapper
var: faketime
var: touch

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
