Switch from IO::CaptureOutput to Capture::Tiny

As reported in tor-browser-build#41067 (closed) by @sertonix, IO::CaptureOutput is marked as deprecated. It seems the maintainer of IO::CaptureOutput suggests using Capture::Tiny instead (which is also packaged in Debian).
