Move capture_exec to a separate module

Latest nightly build failed with:

Undefined subroutine &RBM::DefaultConfig::capture_exec called at rbm/lib/RBM/DefaultConfig.pm line 108.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
