NSIS Installer not reproducible when icon has an alpha channel

boklm and I got not matching Windows .exe files when building with tbb-8.5a7-build3. We suspect legacy/trac#28546 (moved), especially as the contents are matching (extracting and comparing the fresh bundle shows just a different lnk file, which is to be expected I think)
