Write script to keep track of toolchain changes

We have a lot of different requirements for our toolchain (see: legacy/trac#33557 (moved)) due to a number of different projects involved in building Fenix. We should write a script that we run periodically to keep track of necessary toolchain changes ahead of time.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
