Improve tor's client auth stability

tpo/core/tor#33458 (closed) was backported to 0.4.3, but it's not included in 0.4.3.5 (and I don't know when 0.4.3.6 will be tagged). The client auth UI is now available in Tor Browser 9.5, so let's cherry-pick the patch and include it in the build until 0.4.3.6 is tagged.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
