Tor libraries are missing in final .apk after switch to 81.1.0b1

While preparing patches for #40055 (closed) and #40068 (closed) I realized that suddenly the Tor related artifacts do not seem to get picked up during build anymore and are therefore missing in the final .apk.

I double-checked that the tor-onion-service-library and tor-android-service artifacts included are a) still properly copied over to the /app directory and b) that they still contain the dependencies we need for the final .apk.
