Adapt tor-browser-build/tools/signing/nightly/config.yml for a local directory

According to #40146 (closed) we need to "update rsync_dest to make it point to a local directory, and post_rsync_cmd to run static-update-component nightlies.tbb.torproject.org."

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
