Build Fenix instrumented tests apk

We should build the Fenix instrumented tests apk so that they can be fetched and run by the testsuite machine. We can do this for nightly only, or also for release/alpha.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
