Move Gradle compilers out of android-toolchain to own gradle project

We started with #40140 (closed) but we are not done yet with moving the Gradle versions in the the new project. This is the task for this ticket.

We could think about keeping the one we use for our own projects in android-toolchain as we have control of the how and when of replacing it with a newer version. If that would help any.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
