Adapt the `sign-nightly` script to be able to fetch builds from a local directory

The sign-nightly script is currently fetching builds using http. After doing #40228 (closed) and tor-browser-bundle-testsuite#40018 (closed), we should adapt the sign-nightly script to be able to fetch builds from a local directory.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
