Print start and exit time in sign-nightly logs

Sometimes the sign-nightly logs are not easy to understand because we don't know when the script was started and exited. I think printing the time and PID when the script is starting and exiting would make the logs easier to understand.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
